Whirlpool dishwasher not filling all the way up.?

I have a Whirlpool Quiet partner dishwasher that does not fill full enough. It has worked well for over 2 years, but I noticed this problem just lately. The water inlet valve is clear of obstructions. The float valve functions normally. The washer fills for exactly 1 minute and 40 seconds (like it always has) and starts on it's cycle. When it runs, I can hear the pump cavitating (sucking air). If I quickly hit cancel, then before it drains, start the cycle again, the second filling will then eventually trip the float switch. I have added water with a bucket to suppliment the other cycles so that it will not cavitate during the wash and rinse.
Any new ideas?

the fill switch is bad.
