How do you remove the handle for an American Standard faucet?

This is the Jasmine Perfume Bottle design. I've removed the hex screw and pulled upwards and it won't budge. Am I missing something? The manufacturer assembly instructions online don't talk about the handle part at all.

Squirt some WD-40, vinegar, CLR or something along those lines into the hole where you removed the screw...then go to a movie...no you really don't have to leave the house, just leave the faucet alone and let it soak. Then try and take it off. You will probably have to wiggle, jiggle and anything else you can think of to get it loose. You can also put a screwdriver under the cap and pry up a LITTLE on one side and then the other side. More than likely the problem is hard water build up. Worst case is cut it off and get two new caps. But if you're patient it will come off. Don't you hate it when simple things like this take up an entire afternoon ? It's happened to me and I hated it.
